The dark angel returns...

So far we have four factions -

Psionic faction - A democratic collective of sorts, these people are capable of using psionic powers such as telepathy or telekinesis and more to accomplish amazing feats.  They use a type of technology based in crystals, in majestic cities that wander the ocean.

For the Psychicers, things like names have become meaningless.  After all, what use is a name if you just mentally know, or see who the person you are talking to is? A complex "mind" recognition of sorts. They probably have to name things they dont yet know what are enough to mentally image it at eachother

Criminals of the psion people are really good at lying. They probably have very good control of their thoughts and ability to "shield" from probing. Also loopholing like a bastard.

Psions could actually have less focus on families, going more with the 'it takes a village to raise a child', since, with the mental gestalt always open, everyone really has a hand in helping if they want.
The psions use volcanic vents as heating.  They dont have to waste energy on generating heat, just open or close the vents as appropriate.

Crystal tech has lots of power amplifiers and data storage with them. Things like storing thoughts is possible. Rather than actual vehicles, like the other guys would have, they could actually have psionically created constructs to travel in.  So you have soldiers than can make their own tanks on the go. Psions have few personal weapons, but have a lot of  "everyone focus their power into this cannon", because on their own, they just need an amp to kickass. So you have one guy that makes a psycic shell with wheels to cart people around and protect them.  Then another guy, or two, making the psychic cannon to shoot people. Also some kind of psychic  flashbang of sorts.

Magic faction

A people ruled by traditions, they have an aristocratic class and all that comes with it in their society. They are ruled by a monarchy, but the monarch traditionally has a number of advisors and trusted hands who also wield a considerable amount of power.  Mages tend to have a general knowledge of the basic magics, but beyond a certain point requires specialization. There isn't any particular limit to types of magic.

Mages probably have some somewhat basic magey things, summons, golems, etc.  Also, potentially in order to defend themselves, the mages consider refining the goop themselves to make more potent whatever they use it for.

The mages have the most traditional family unit.

Mage schools should be more like university, where people have different majors and such.  Instead of generic hogwarts classes. Explains why different people do different things. Is everyone a mage? Likely not, but enough people to sustain the colleges. But some are very bad at it, and some just do normal work. Letting lots of people specialize in different things will give us more variation in what we can introduce character wise. If we do a council, we can have a 'one master from every specialty' as well.

The schools:
Elemental, Divination, Conjuration, Necromancy, Enchanting,Transformation, Space/time (includes most methods of teleportation)
Mind control, dead revival and time control spells are regulated.

Mages tend to stick to pegasi/wyverns and similar magical steeds. Maybe brooms and magic carpets too. They are also capable of summoning horrifying monsters.

Steampunk faction

Rulers of the sky, these people use their ingenuity to construct machinery which performs complex functions and allows them to be evenly matched with the psions and the mages. Driven by material gain, they are ruled by the merchant class, with the highest of government  being a council of merchants who more or less "own everything".

Steampunks probably use the marriage setup of the Greeks and Romans. I.e. it's a transaction deal. There's rules about how it works. For instance, if your daughter's husband dies and you paid a large dowry, you get the grandkids. If you paid a smaller dowry, the husbands family does
Could possibly be a business deal between the husband or wife, as a method of finding an appropriate mate with which to conceive and raise your own children.

The skypeople teach stuff like aggressive economics

The steampunks make use of planes, helicopters and airships. The airships serve as carriers and heavy artillery. But not limited to it, since you want your mech suits and such as you can have them with steam punk.

(The Rent Councilmember is also the Assassination Councilmember. And Roy is found dead in his appartment the next day... which is now up for rent at a slight price hike!)

Space/Cyberpunk faction
Not meant to be used for player characters initially, these guys are behind the start of the war between the three factions. Not much is known about them at the moment.

The conflict is driven by a race to obtain the incredibly hard to replace Trees whose sap have many uses. The mages revere the trees, knowing their rarity and difficulty to replace, the steampunk faction simply wants to use it for material gain, and the psionic faction, upon learning of the steampunk faction's goals, decide that it cannot fall into their hands, and know now that they may be able to use it for their own technology.

Some kinda fairy tree protectors called Booflins that treat the trees as sacred.

The RP starts out after somewhere around 9 months of open fighting. Because of a third front, which throws off both sides, this could be a protracted war. Gives the pc's time to run around and do their thing, and sets up for real big, epic fights, that one side thinks they're guaranteed to win by throwing in large forces to account for possible third party interference, or rapid, lighting attacks to try and get in and out before the third side even notices

What kinda races are you thinking the of bringing in?

Merleons, and also sentient dragons for sky punk land. They vary in size. Dragons are also known for being greedy and hoardy, so it fits.
